I'm no photographer but this looks taken using a camera setting or shot with a special filter. You can try the blog site to contact the photographer of this image for info - Dimitar Hristov.

You can also manipulate full color images in Photoshop to look like this by converting a subject image and a cloud or dust cloud image into DUOTONE, compositing the 2 in a new document and playing with mode or opacity settings.
