Vertical scroll disabled?

Horizontal scroll works great with my Photoshop CS6 on windows 8. However when I try to scroll vertically with the normal two finger gesture it just displays the scroll icon next to the mouse but doesn't actually move the page. A related issue is that alt + two-finger-scroll to zoom doesn't work either. If I plug in my mouse, everything works fine. Someone knows what could be wrong?
