I am looking to do what they have done in this picture. There is some sort of shadow over the lower section of the picture and then there is some writing. I am sure it is simple to those in the know!

Just look at the............ lol
I would do the same as spruce except for instead of lowering the opacity I go to filter blur Gaussian blur and crank it up that way it causes a slight out of focus effect.

Oh I should say if you are using the gaussian blur method you need to make sure you still have the selection active (marching ants) and make sure it is on a new layer otherwise you will just blur out the whole image.
 
You could do a simple shape with a low opacity (50%) for the fill color and position it where you want by using the Edit>Transform controls (Ctrl + T for PC, Cmd + T for MAC). You could also use the gradient overlay option in Layer Styles if you want, double click on the layer you want to alter to get this dialog box. See greenyTime, with Ps there's a million ways to do anything.
