Recently, using CC 2014 V 14.2.1.x32 (Windows) when trying to use some
tools, I can't. Program error, it says.

It's happened trying to open the clone tool, the eyedropper, and something else
but I can't remember what.

It's not a permanent problem. Closing and re-opening the file or Photoshop will
sometimes cure the problem. Sometimes adding a layer is all it takes.

I see a number of other people are having "Program Error"s, but the suggestions
to solve seem to be specific to a tool. Like the type tool.

What should be done?
