These look cool. Are they simple to use? Are they the same thing as 'actions'?

Actions are just a series of adjustments in Photoshop that have been recorded and saved.
You can then re-play that action on a different image and make the same adjustments on the 2nd image.

Plug-ins are small programs that work inside of Photoshop.
