Linear gradient - gold to blue.

Then paint in some green splotches on a new level, and either reduce opacity or change blending mode to get the desired effect.

Yes.

Be aware that you can change the brush shape, hardness, and opacity to change the brush effect. Then you can change the opacity and blending mode on the layer to edit it further.
