cannot use filter menu

thank you. guys i have problem, when i was editing some picture, i try to using brush stroke but it cant access. why ? anybody could help me ?

Have you inverted the selection first?

It looks as if your document is 16bit and the filter requires 8bit.

... the 8 vs 16 bit issue will certainly stop you in your tracks, LOL, but if this ever happens to you again, even if the bit-per-channel number is ok, check other obvious things like you are not using a mode that the filter can't work on. For example, the Brush Strokes filter can't work on CMYK, indexed color, Lab, multi-channel, bitmapped images, etc.
