nkaichun - As for the second one. Your image is very small but this might help.
Use your Rectangular Marquee Tool or the Rectangle Tool to create a rectangle.

Fill with white.

Hit command/control + J to duplicate the white rectangle.
Use your Move Tool to re-position the duplicate.

On the duplicate layer, Hit command/control + T to enter the transform mode.

Click (grab) the lower, center transform handle and move upwards.
