Marquee Tool

PS5 Extended, OS W7 IE9 Home Edition.

My marguee tool has gotten to the point I can't hardly use it anymore. I think flaky would be a good word for it.

I can't drag and drop with it because it's so flaky acting.
It works just fine on my XP machine.

Ay idea how I can fix this?
