Vector mask

Hey, what is the quickets method of achieving the look (top and bottom)? I suck at vectors so please help me out. Thanks in advance.

I'm sorry if I was not clear, I was talking about the image, vector mask borders, I can do that using rmarquee tool but how to dothis with the shape tools.
 
Still not sure what your talking about.............there are many images in your example. Which part are you calling a vector mask?

I don't know that this is a vector mask. It was probably a layer mask.

You have a background consisting of however many images you wish.

A piece of paper texture...

Make a selection...

Add a layer mask.

If you truly want a "vector mask", then that will take a different approach. You have to generate a path which can then be used to create the vector mask.

You can convert the selection to a path - Tut Vid.
And then use the path to make a vector mask.

My main concerns are:
A. Isn't there a quick way for the paper torn effect (a ready made shape) maybe? So I don't have to use pen tool to create the whole shape.
