Intermittent and arbitrary (and new) downsizing problem

Hi, please help. I have been using CS5 for many months with no problem. Now suddenly I have an issue which is this : I downsize an image in the Image Size window (usually to 1024/768) and then I "Save As", as a jpg file. All good. Then when I get to the JPEG Options window, PS either dowsizes too high or too low. I sometimes can't drop below 1,7M minimum, or it starts out at 256k as its max. It seems to happen only with wide-angle images, but also not all of them. It seems to be completely arbitrary. All my updates are up to date, I have re-booted, and I'm now at a loss. Thanks in advance - and hope . . .

you have to check the "optimized base" when exporting to jpg and make sure that 12 is number (the max) on "image option quality"
