Pencil tool snafu

PS4 Mac. Hi people, when i am working with the pencil tool there are times it will put down a black line, some times just white. It is alternating between the two with no predictable regularity. The brush tool works just fine. Thank you.
 
An update: Sometimes when I use it I can see the layer underneath. So it may be alternating between pencil tool and eraser. Is there a preference toggle I accidentally enabled?
 
It looks like I have come up with a question too dumb for any one to answer. An embarrassing achievement I can assure you. Well, I have re-booted a number of times to no avail, darn. It is getting frustrating.
 
reset the tool sounds like you have some dynamics on or blending modes the image shows reds are preferences that are changed the top left 1 should be set to normal as default.

The white marks show how to reset the tool.

Ridiculous is an understatement. I was beginning to think I had discovered a bug and was going to re-install. Then I figured that was impossible so I finally concluded some very persuasive PS engineer had convinced his superiors that it was absolutely vital this feature be included in the latest PS release. Maybe they can discard it in the next release.
