Zooming in on a liscense plate without distorting the letters?

Hey guys. I have two images taken from a deer camera on my property. I've had problems with people dumping trash on my land and I need to find a way to zoom in on these plates so I can have them checked out. I have Photoshop CS4, but the only thing I've ever used it for is changing the color of entire images. When I use the zoom tool it distorts the image even more than paint does. Can anyone help me?

The first lic plate is just a lot of blurred pixels. As one of the mods says, "we aren't CSI," and I'm not sure they could get anything. Sorry. Bring it back when you get a more clear shot.
 
Well, the 1st plate is not bad I think. Maybe it is clear enough to identify them ...
Are you able to move the camera down and slightly change the angle? As you can see these 2 pics aren't straight shots which doesn't help the clarity.
 
I will keep that in mind when I put them back up. I may be able to put them lower. I was hoping to get a picture of the whole vehicle rather than the plate lol. But they must have been moving very quickly. The angle itself though would be difficult to change though. I want to make sure it's hidden enough that they do not steal my cameras too lol.
