    what effect do you mean. to me it just looks like a normal photo. if you want an image to looks like that then you need to take a photo at the right time of day

    here is my effort main thing you have to do is get the detail back into the green and blue channel. i did that by blending the red with both of those channels. then just some color correction and blur duplicate layer and blend it and then use the original layer to bring some of the detail back...

    to get the same look you could just first desaturate the image then on an empty layer fill it with a dark grey (same color as your image) then change the blend of that layer to "Multiply"
