Here is something that takes mere seconds. Use the eyedroppers in Levels. Highlight far right. (Select a White--Girls Shirt) Shadow far Left. (Select Black--border on bottom)

Why exactly do you need a Photoshop file and not use the original Vector Illustrator file?

Is this what you going after. Make a layer of what ever color you want and set the Layer Mode to Color and adjust the Opacity to your liking.

You can also use the Brush Tool set to Color. Sample the color you like and brush over the areas you want changed. I usually set the Opacity at 30%. This gives you a little more control as not to over do it. Works great for everything.

Sky looks good. Looks strange with lamp posts coming out of the water. Lots of image repeating going on in the water. Could you post the original?

This is NOT a piece of Vector Art. It is a Raster image. The most obvious advantage of Vector images over Raster graphics is that Vector images are quickly and perfectly scalable. There is no upper or lower limit for sizing Vector images.

Color seems a little washed out. I just added a quick curve and cleaned up some the things circled. Little things can help a shot. Quick 5min. fix.

Brought your Raster PDF into IIlustrator and Live Traced it. Attached are a Vector PDF and eps.
