i dont seem to have that! ive found an "edit" tab which has "full, quick, guided" but selecting those does not produce 'actions" in "windows"- Mendacious

Ive been trying to follow this tutorial -> How You Can Use Photoshop Elements Actions and Elements Plus Scripts Plugin Tutorial but straight away im stumped because i just dont see "actions" anywhere. (see image) can someone tell me where its hiding? im using MacOS PSE 10- Mendacious
