Actions HOW TO: Use "Actions" in PSE 10 MacOS

Ive been trying to follow this tutorial -> How You Can Use Photoshop Elements Actions and Elements Plus Scripts Plugin Tutorial but straight away im stumped because
i just dont see "actions" anywhere. (see image) can someone tell me where its hiding?
im using MacOS PSE 10

OK ive looked but the "quick, guided, expert" options aren't there neither
the image i posted is an actual screen shot of my screen.

Please advise

i dont seem to have that! ive found an "edit" tab which has "full, quick, guided" but selecting those does not produce 'actions" in "windows"

Sorry, I can't be of much help. I have no experience with PSE. Have you posted over on the Adobe forum? If not, please do, they will be much more informed.
