    Thanks for all your help. IAMSAM's advice to delete the settings file cured my problem. It's a little dramatic since I have to reset all my settings, but it did solve my problem.

    Dear IamSam, That's what I hoped would happen. I did the the things you recommended and he rulers are marked in inches and the ruler tool reads in pixels. That is why I posted this question because Photoshop is not behaving according to the "rules"
