    You could try the 'Mosaic' filter... FILTER > PIXELATE > MOSAIC With the upper layer opacity reduced a little you should be able to get the 'pixel' size with the 'Cell Size' setting pretty much bang-on....close enough anyway. No idea if it will work but the idea certainly sounds like it should...

    Tricky, not perfect but a 5 min fiddle... Used 'Content Aware Fill' for the bulk of it, clone stamp for the top 'edge' and a little 'patch' to smooth things out. There may be more usable data for 'content aware' to use in the full image, possibly giving a better result, as this is a crop it...

    You are RIGHT CLICKING a brush preset is what you are doing wrong. Follow the instructions and click 'Save Set...'....don't right click anything. The workflow to save any preset is the usual convoluted 'Adobe way' so its easy to get it wrong but in this case you've described the routine...
