    Select the path, then ctrl+t for free transform. Rotate it anyway you wish.

    Select red from the dropdown list. Use the eyedropper tools to add to or deduct color. Manually adjust the slider at the bottom to confine the selection color or expand it. Use the HSL sliders ro alter the color.

    Pen tool - too much selection

    Use the pen tool to outline the object then go to Layers, Vector Mask, Current Path. Adjust the path on the vector mask, add or delete points, etc. as required.

    It seems to me that it's a disservice to not advise the OP that this image could be more easily selected using tools other than the pen tool. If the OP wants to use the pen tool for some reason, they should add a vector mask to allow for precise adjustment.

    The question I have is why would you use the pen tool to make such simple selection? Even the marginally accurate magnetic selection tool would likely do an acceptable job.

    This can also be done by stroking a path with a brush. Make a vertical brush as shown, set the angle jitter to direction and adjust the spacing as needed.

    Stroke and fill options are available on the top tool bar when you create a shape-path which yields a shape layer. For stroke and fill options on a simple work path look at the bottom of the paths panel, or right click the selected path and choose the option from the drop-down menu. By the way...

    Change the resolution by going to Effect-Document Raster Effects Settings. It's best to set it first rather than after the fact as the appearance of some effects can change depending on resolution.

    In Illustrator use the star shape first as a clipping mask on the image.With the star selected offset the path zero to duplicate it. Add a stroke and no fill.
