    I looked at it and I'll be straightforward with you; what ever you do, it will always look crap (no matter what tricks you use) if you want to put that particular image in 48x48 pixels like you did on that site.

    Tons of way to do that. Select image/canvas size, select 50%/50% and pick the corner that you want to print. Print, undo and repeat for different corners.

    Format drop down menu only shows three formats

    That has nothing to do with it, even 16 bit and 32 bit files can be saved in more than just 3 formats. It seems to me that his installation is messed up, hopefully a reset of preference file might do the trick.
