    The first pictures are definately made with burning and dodging, clouds where replaced with ones from another image, and maybe some false HDR processing. Maybe someone can share a step by step tutorial for rules of efficient and pleasant dodging and burning.

    I don't really understand what you want. a) To turn it into a cartoon like image? Then you can trace paths over its contours and after that delete the image and paint your paths interiors with colours. b) Do you want to dither it? Maybe you can try saving as a gif with different settings.

    Why are my layers pink?

    they are pink because you told them so. Click right in the box with the eye and you can choose the color you want the layer to have. It has no effect on the image, just a way of organising or seing some layers you want faster.
