    Rectangular Marquee Tool works fine, select your area, then right click on your area and use option "feather". You can adjust the radius to anything you like. Hope this answers your question, if not please do tell so ;)

    Really like this one! Nice combination with the photos, great concept. Maybe you could do something more with the lights coming from the window. Maybe give it a bigger ray? Or Area? Or fill the other windows with some lights? I don't know, looks amazing anyway!!
