a question about retouching from newbie

Hello NarutoKun and Welcome to the board ! :)

The retouching effect you are looking for is not done with any filter. You can achive this with a number of different techniques commonly known as Eye Enhancements. One is to use Blending Modes and Layer Mask on a duplicate layer. Another is to use a Curves Adjustment Layer but there are several other more os less complicated ways to go about it.

If your major interest in Photoshop is Retouching I strongly recommend the Retouch PRO forum and community. A very friendly and openminded community.
I'm quite certain you can find answers and solutions there to all and any of your retouching problems and questions.

Actually - I've just put a new image up in my Gallery that shows one of the techniques for Eye Enhancements. Click the first thumbnail 'Dasvidanja' to get to the image. This one uses Layer Blend Mode of Screen and a Layer Mask to achieve the effect.

The third image - Lina - utilises another and more elaborate technique for Eye Enhancement.
