Absolouty black and white pixels

How might one go about rendering all the pixels in a drawing which are not more than 95% white black. As in absoloute black, no grey whatsoever.

That would require very careful color range selection by an android like Data done at pixel level to segregate your grey selections from white. What does it say, millions of colors? I'm not sure how many shades of grey that translates into. My take on it.
