Specific Add glowing effect

Hej dear photoshop gurus,
can you add a glowing effect (color: golden or neon greenish) to the huge pizza cart on the right? Such that it looks as if the guy opened a treasure box and rays reflecting from the treasure light his face/front. That'd be awesome
