Hello just seeing if someone can help make the below wedding photo of myself and my husband have the same effect of the bride in second photo with the veil coming across front of camera like it’s blowing in wind.

Thanks so much!! I was wondering is there a way we can correct this part of dress down bottom? Not really sure what it is?

No idea as it doesn't show on the PSD file so I set a duplicate layer overtop and cloned in that area. Hopefully I covered it?
This version in TIF mode is HERE. Let me know if it worked.
 
The different shades of white are due to the multiple layers of the veil. If its the dress underneath that particular portion of the veil should be smooth/even and not patterned, then something like this?
