Adjusting the Rectangular Marquee Tool

When using the Rectangular Marquee Tool, it is very dufficult to get the edges exactly where I want them.

I have tried the Free Transform and the edit Transform but have not found the proper combination to fine tune the edge position. I am convinced that there is a way to do this if I were smart enough.

Would someone please point me in the right direction?

It depends on what you're trying to do.

If you want an irregular shape for your selection, I recommend drawing the shape outline with the pen tool (make sure it's set to path and not shape). Then right-click the path, and choose "make selection."

Then fill it with whatever color/gradient you want.

Make your selection then click on the move tool. You'll see the little boxes at the corners which will allow you to resize it
 
I know I have some problems with the marquee snapping and can't get it right. However, when I hold down control, it allows a little more precise aiming =)
