Specific Background color change

Appreciate if anyone can help to change the background picture to Blue (Hex code - 000043f) and with a Width: 35mm, Height: 50mm

Will this be better? but crop so i get the finished pic as per the head pic above.

I tried using the bigger picure, cropped it, but doesn't seem to be any different.
