Specific Beginner's Level Head-shot Editing

Hello,

After getting $200 quotes for a single head-shot, we decided to make it at home. The image is requested for an academic magazine publication. They require it to be 4.25 x 7 inches at 300 dpi OR 1275 x 2100 pixels). The attached one is 72 dpi, so, it does not comply with their requirements. Further, I am not an active Photoshop user. So, if you may retouch it and help me get close to satisfying their requirements, I would really appreciate it.
