I'm a beginner and I've just started to restore an old b&w photo and I'm having a problem with a 1 to 2-inch dark spot on a dress. The spot is black and the surrounding area being a lighter grey color. How do I perfectly match the dark spot to the surrounding area?

You could use a curves-adjustment layer
but you have to make a mask with a brush
that way you can make areas that need more adjustment and areas that need less
you can also make different adjustment layers for the black spot and for the white stripe
