Specific Blur out a background

Hi, could someone please blur out this background so I can frame this pic? Also if you can make it more clear that would be awesome too, but thinking not since I cropped in!! TIA!!

Thanks, I want this to go in a pic frame of her mounted on her medals from meets so I wanted the clearest and smallest background I could get of her in her jump.
