Open your image... if its a flattened jpg, double click image/background layer to make it a layer. Enlarge canvas size by say... 10 pixels on all sides. Fill the layer with color making sure to set fill to BEHIND.
Or create a new layer and position behind image layer..... fill with color or drag a background image into it.
