Camera Focusing gif. (Animation) - Elements 9/Vegas Pro 10.0

*First off I have Elements 9, so I know some programs are different than others but it's just a warning in case some things aren't exactly the same, I am also putting this gif. into Sony Vegas Pro 10.0 in case anyone has this program too for a video/future videos hopefully. But here it goes...
*Another note I have looked at some tutorials and I have found that I do not have the "Window > Animation" button, may be a problem

So I am trying to make a gif. animation out of a logo I have made and I have an idea as to what I want it to go like and the movements of the image but it may be a little complicated. Also I am not worried about a continuous looping gif.

I was thinking something along the lines of this YouTube Video because I have its audio. Very short video literally 4 seconds long.

I haven't figured out and I dont know how to make a gif. in Elements 9 but if I can get a little help or some lead-way then I can give it a whirl to see how it goes. But the idea would be to make the wheel rotate/spin like a camera lens would do, and have the different spokes break up to become smaller as they converge to the center and then move back out to their original position, I have a basic plan just cant do it. (On a side note I know the spokes of the rim dont line up and aren't even due to the wheel's shape so I have a remastered one I just need to find it.)

Any help would be wonderful and I will keep looking around as to how to make a gif. Even if you post the link to the gif. creation tutorial that would be fine too! Thanks for the help, much appreciated.

I would select the inner circle, copy it then enlarge it probably 4 or 5 times in sequence and create it that way using duplicate layers of the first image, pasting them larger each time that would give the circle an opening closing effect

Just like iDad explained, if you enlarged them like that then sequenced them up it should all flow together. It’s one of those things that you just have to keep toggling with. Maybe look into some Youtube videos on creating a .gif. That all aside I think it’s a wonderful idea and I look forward to seeing your end result!

I found some tutorials on how to do it, but the next problem would be to put it into this video program. Resolution isn't high enough unless I keep it very small. But I will play around with it to see if anything will work.

Awesome I'll check it out, I just threw together a gif. to try it out to see how it worked on Elements 9 and to also see how it looks/what my parameters with size are etc. Nothing special, just a bunch of screenshots from a video.

Slow the mid section down mate, go into slow motion just enough to view the stickers etc.
