Can PS stretch a point in an image and all pixels follow that point?

Is it possible to drag/move a point in an image so that all imaginary lines emanating from that point remain emanating from that point?
Something like what's shown in the attachment.

In a way you can with the warp function. Takes a bit of fine adjustment to get it somewhat like your second image.
