Can someone please help me with this by chance

Hey guys im wondering can someone help me make this from scratch
or give me some small instructions on how to get started

I want a light that is shining out but also fades out transparently with out the black in it. And where its not a circle so that the light is like beaming out around it making not so geometric shaped. my largest issue is making the triangles of light that spreads out

just look up light beam brushes for photoshop I think that is the easiest solution

maybe mix it with a radia gradient of colour to transparant settings as well
