Yes you can do it in photoshop however there probably isnt a 1 click solution.
Start off by duplicating your image a few times
and working on 1 layer at a time use the marquee tool or any selection tool to make a selection of an area
then go to filter > pixelate> mosaic and change the tile size and mask out sections you dont want that pixelated effect on to blend them between the different layers you apply the effect to
