Paid Can this image be sharpened and quality increased? Looks grainy

Hello all. I can pay $5 via PAYPAL only. I don't have any other apps. I would need this image to be sharpened/enhanced, since it is currently grainy. It will be printed on something no larger than 4x6.

Also, if it's possible to somehow blend/hide that navy blue shoulder next to her that would be ideal, but not necessary. JPEG format would be good too.

Upscaled, sharprened, and brought the noise level down. I admit to doing some skin smoothing and retouching.
