Specific Can you make picture less blurred?

Could anyone make picture sharper, less blurred, to see dog better.

Hi, Sorry to say I don't think it's possible to extract sharpness or texture from that picture because it's not there.

With the limitations of the starting picture, I took a totally different approach

Late to the game but as a dog owner, I know how important these images are. So I did my best to try and bring out what I could
Also made a change to the eye so there's more of a direct gaze...

I was bored today and made an attempt trying to add a little bit of texture, unfortunately, it's impossible for me to know if it looks like the original dog or just like a random dog XD
