I dont know what the problem is but when i open a new document i cant change thebackground color.

cant change backgound color

okay. I open flash and what not and start a new document. I click on the paintbbucket tool choose my color i.e. black. and try to change the background from the default white and it wont let me do I dont have any clue as to why this is. is there a certain setting that i have to change?
