Hi all
I have what is probably a problem with a simple solution but I can't find the answer anywhere. It's likely I just haven't been answering the right question.
The best way I can describe it is as a clock face with the place from where all the hands rotate from being off centre. In effect, I have the face (a circle) to which the markers must be confined but with off centre point of rotation as the point of reference.
I need to keep the point of reference off centre but I need the markers to be contained within the larger blue circle. When I manually scale it, the point of reference returns to the centre of the face, keeping the distance between markers uniform rather than scaling them appropriately.

I hope this makes sense. Any help would be greatly appreciated.
