Specific Could someone explain to me how they got the drip effect on the fangs

Hello everyone, I was wondering if there is someone out here that would be kind enough to explain to me how to get the drip effect on the jaws?

I would probably use the “smudge” tool and drag straight down.
 
I found that you need a combination of tools for this effect.

I'm still working on the streaking......Motion blur and a layer mask amybe?
