Create a red halo / light effect

Hi,
I want to recreate the same kind of red halo effect (here between the wand & the skin).
I have many images where i want to add this light effect.
Thanks for your help

I selected the device to a new layer, added an outer glow (blue to demonstrate) and fit the glow with a mask.
