creating clipping masks

I have painted some watercolor frames, scanned them in, and now I am trying to create a clipping mask from it with no luck. I have successfully made it a layer mask...but that isn't what I am going for. What do I need to make it a clipping mask???

I'm trying to create an edging for photos that also has some texture that goes over the photo.
 
A layer mask and a clipping mask are not the same thing. A layer mask is used to mask out areas of a layer which allows only some area to be revealed (paint with white) while other areas are concealed (paint with black).
A clipping mask uses the transparent pixels in the bottommost layer acts as a mask for the layer above it.
 
This is what a clipping mask does. Is this what you are after?

the top one I purchased from Graphic Authority and when you use them it's a clipping mask. I am shooting for the image to be underneath (for the lack of a better phrase) the whole mask....(the brush strokes at the top and bottom)

Here is what the GA one looks like in the layers palette

when I am using a layer mask I can't manipulate the image while it is in the layer mask??

You are clipping the mask when it is set to the side above the layer as shown. You can unclip this eaeily if that is what you mean ?

You are clipping the mask when it is set to the side above the layer as shown. You can unclip this easily if that is what you mean ?
 
I want to be able to use the one that I created (the one you put the map in) as a clipping mask and not a layer mask.

If you look at the squared one that I put the image in, the image is "behind" the varying opacities of the design.

sorry...I'm having a hard time describing it.
