CS5 tooltips stop displaying

After using Photoshop for a period of time, the toolbox tooltips and tool options stop displaying. In order to get them to display again, I have to close Photoshop and reopen it. This sequence will then repeat. I am running Windows XP SP3 and have downloaded the 12.0.3 patch. All my updates are current.

Is there a fix for this issue?

The fix according to Adobe in installing the 12.0.3 patch, but you already did that.
Try resetting your preferences file.

Start Photoshop while holding down Ctrl+Alt+Shift (Windows)
or Command+Option+Shift (Mac OS X).

Then, click Yes to the message, "Delete the Adobe Photoshop Settings file?"
 
Thanks, Steve, for your suggestion. I have tried resetting the preferences, as well as uninstalling and reinstalling. The copy I uninstalled was originally installed from DVD. The copy I replaced it with was downloaded from Adobe's website. The problem persists.
 
"toolbox tooltips" is that a plugin? I've never heard of it

Emarie, maybe I misunderstood.
The TT aren't displayed properly on not displayed at all?

If they're not displaying at all then iDad has the answer.
I assumed they weren't displaying properly
Upgrade 12.02 caused a problem with empty TT boxes or gibberish in the boxes 12.03 fixed that.

I have now identified the sequence of events that will cause the tooltips not to display at all when I mouse over them.
As long as I am actively working in Photoshop, everything displays as it should, even with my internet browser opened but minimized. If I minimize Photoshop, restore the browser, and remain on the internet for an hour or so, then return to Photoshop, the tooltips will no longer display when I mouse over them.
 
I'm experiencing the same exact issue as the OP.

WinXP 32-bit, SP3, Photoshop CS5 12.0.3. I've been battling the same issue for several months, ever since the original installation. When I first bring up the program, the tooltips all work fine. After some time they just stop coming up. Very frustrating as I have to close it out and restart it to get them back.
