Emulating a particular style of lens flare

The lens flare in this picture, is it done with Photoshop? If so, how do you do that? Thank you once again in advance.

Sorry, I do not know how to do the flare right now, but I see also double exposure on this picture which magnifies the effect.
The only way I would be able to come up now is to get the border line and copy it with different hue offset each time, but I am sure others will come with better ideas.

Another possibility is that the photographer started with a photo taken on a camera to which an optical diffraction grating filter was placed over the lens. This effect (with examples) is discussed about 80% of the way down this page:
