faded image doesn't stay faded

I have an image that I have faded to somewhat of a ghost image in Photoshop 7 using the brightness and contrast. I want to use it in publisher but when I save it as a jpeg the faded look I am trying to achieve is gone. What am I doing wrong?

I don't know why that should happen. I can't reproduce your problem. However, if you really want to create a ghost image, I would suggest going to a levels adjustment and moving the black (leftmost) slider to the right. There aren't a whole lot of uses for the output adj., but this is a cool one.

Anyway, if you want to post something for us so we get a better idea of the problem, that would be good. You could show a screen capture of your psd next to the jpeg result or you can put up the psd.
 
Create a new layer for you 'ghost' image only, either cut it out with pen or use magic wand, and save that in png format - NOTE: the new layer should only be of your 'ghost' no background (EMPTY) black and white squares only.
 
Actually I put in the wrong thing. I have the fill at 84% and the opacity at 85%. It saves fine as a tif or PDF but when I save it as a jpeg I lose that look I am trying to achieve and I am trying to put this in publisher and it. I saved the file as a png file and then imported that into publisher but still the same results.
 
What is the image you are working with? You leave us guessing. Post something. It might make a difference how you're viewing it. 85% opacity and fill settings don't actually create much of a ghost image. You'll have to take it down a lot further. Or as I suggested try the output adjustment.

How you save it? Try Save for Web & Devices and there choose png-24 and check Transparency on. Should be fine.
