Specific Fix an old photo

This is the only childhood photo of my recent uncle who passed away.
If anyone could fix this it would be greatly appreciated. The image attached it 1200 dpi so its pretty high quality scan.

I appreciate your efforts. Would like to see if someone an improve on this effort as well. is there anyway to make it not look as "smudged"???
