Specific Fix old photo please

I would like to fix the photo of my great grandpa as a gift for my grandpa. Can the part of the photo that’s ripped be fixed also if possible remove the yellow spots? I would really appreciate it.

I did not have time to do much restoration on the shirt yet thought this was a good first shot.

Here's a version in black and white. Frankly, I don't know what to do with that shirt. Fixing it would require a change of clothes!
