Hi Evil Nemesis,

I really don't know but...as no one else has taken a guess...

I can't escape the sneaking hunch that the image was made with earlier versions of Flaming Pear plugins, Solar Cell, Lunar Cell and Glitterato. They were around in 1999 when that image was copyrighted... Playing around for a few minutes didn't allow me to recreate the image but do something sort of similar.
 
I wasn't kidding, E N. I used the three plugins from Flaming Pear, LunarCell (for the 'world'), SolarCell for the corona and flares (the sun was more or less hidden behind the LunarCell layer) and the background was a Glitterato nebula with no stars which I then twirled. I made so many blend mode changes and multiple layers in a hurry to try and more-or-less create the feel of your image that there's no way I could do a real step by step set of directions.
